Novatek to invest 2.4 bln rubles in LNG hub in Murmansk Region – Far East Development Corp

MURMANSK. Jan 20 (Interfax) – Arctic Transshipment LLC (Murmansk, a subsidiary of PJSC Novatek ) will invest more than 2.4 billion rubles in a project to build a marine transshipment complex in the Murmansk Region, the press service of the Far East and Arctic Development Corporation (FEDC) said in a statement.

Marine transshipment complexes are located in the Murmansk Region and Kamchatka [being built by Novatek]. LNG tankers will deliver LNG from Arctic fields to the complexes, after which it will be transshipped to offshore gas reservoirs for short-term storage or by board-to-board method to conventional vessels.

“Each complex (in the Murmansk Region and in Kamchatka) will have one floating gas storage facility and two anchorages for board-to-board operations, which will ensure annual transshipment of more than 20 million tonnes at each of them,” the report said.

The Murmansk complex is situated in the Ura Bay in the Barents Sea. The project also envisages construction of an auxiliary berth for mooring of port fleet vessels with onshore infrastructure, administrative buildings for government services and a Russian border checkpoint. In the waters of the Kilda Strait, there is a temporary anchorage transshipment complex for board-to-board LNG transshipment.

According to the FEDC press service, Arctic Transshipment LLC has received the status of a resident of the “Capital of the Arctic” priority development area (PDA).

In December 2021, Deputy Governor of the Murmansk Region Olga Kuznetsova reported that the Capital of the Arctic PDA would be expanded to include Arctic Transshipment LLC.

Arctic Transshipment is the operator of two LNG transshipment complexes under construction on Kamchatka and in the Murmansk region. The terminals are designed to ensure efficient transportation of LNG from Arctic LNG 2 and other Novatek projects by transshipment from Arc7 ice-rated LNG tankers to conventional vessels. Each of the terminals includes a 360,000 cubic meter floating LNG storage facility with two board-to-board transshipment points.

According to the Unified State Register of Legal Entities, Novatek owns 90% of shares in Arctic Transshipment LLC.

The Capital of the Arctic PDA was established in May 2020. The anchor resident is Novatek-Murmansk with its project for construction of large-scale offshore facilities in Belokamenka.
